DC was recently voted the #1 walking city in the United States, so walk or take the metro. That way, you avoid inevitable traffic that chokes the city during rush hour. DC residents also know that by taking the metro, they avoid the inevitable stops and starts when the president leaves the White House or other events halt traffic.
