This three-story building, located steps away from Pushkin Square, was built to resemble a 19th century mansion with its French windows, high ceilings and ornate wooden bookshelves. The downstairs holds a 24-hour café, but the place to be seen is the Library’s formal dining room on the second floor. There, a fleet of English-speaking waiters helps diners navigate a thick menu written in cursive. Start with mushroom-stuffed dumplings and work your way to the baked sterlet in caviar sauce. A shot of vodka should help calm the nerves when the bill arrives.
