Although rimmed by turquoise waters and postcard-worthy white-sand beaches, St. Thomas—one of the U.S. Virgin Islands along with St. John, Water Island and St. Croix—is one of the Caribbean’s most developed islands, and home to employees within many business sectors, including health care, manufacturing (such as petroleum refining) and tourism (2 million visitors each year). A haven for sun-worshipping artists and surfers, many are expats from the U.S. mainland. Residents of this tiny island have elected representation in Washington, D.C. (the Congressional rep can vote in committee but not in floor votes) but cannot vote in presidential elections, although they are able to cast votes in presidential primaries.
